    RULING
    "A20 Crane: The costs for settlements are reduced by 1 stored material. Example: Instead of paying 1 wood and 1 Stone, you pay 1 wood only. C22 Architectural Statics: After paying for a settlement, return 1 of the stored materials you spent to your storage. Example: You pay 1 wood and 1 stone for your settlement, then you return 1 stone to your storage. This means that the effects of these two cards can actually work together."

    SITUATION

    When the migration module is upgraded to 2 steps, a player moves their tribe out of its starting territory in the first step and then back in the second step, ending in the territory it began.
    RULING
    This is permitted. The rule that migration within the same territory is not possible (Q1) applies to a single step only; a two-step migration that genuinely visits another territory before returning is allowed.
