    "you can use either an Industry or Location card in the first round of play. An Industry card will allow you to build in any location that matches the symbol on the card. If at the start of the Rail period you do not have any industry counters on the board then an Industry card will allow you to build in any location that matches the symbol, as you would do in the very first round of play."
